Fixed a retiming bug.
Updated IIR SFG generators to not add ConstantMultiplication if a coefficient is 1 (or -1 for a).
Added RUF rule for ruff and fixes issues. (Excluded https://docs.astral.sh/ruff/rules/unsorted-dunder-slots/)
