Update manifests for use of cfgfile module.

Definitions moved from nsc-puppet-utils to the new cfgfile module of
course got new names, so the Puppet autoloader can find them.  Track
those name changes in our manifest files.

None of the locally maintained modules were affected by these name
changes.  Some externally maintained module were, and they will be
udated to new versions in separate commits.
