Rename plugins directory to lib.

In modern Puppet versions (0.25.x and later), plugins are supposed to
live in the directory "lib".  Using the old name "plugins" still works,
but gives warnings in the log files.  On the other hand, this change
destroys compatibility with Puppet 0.24.x.

This was originally commit 92bf99ac23cf in nsc-puppet-utils.
