update sharpen node

Description

Pepper images are blurry and ugly, a sharpening node can be used to improve the image quality for subsequent operations. The old sharpening node worked in ROS1 and it shouldn't be difficult to get it to work for ROS2

Definition of Done

When the node works and publishes to "sharp_image"

How

Convert old node to ros2 lingo and perhaps move the associated source files to be available.
