Calculate a lower bound if resources are not provided to mux reduction ILP methods

Right now, the user needs to calculate the amount of required PEs and memories via the ILP methods before using the ILP mux minimisation methods.

This should be calculated automatically if no resources are provided (the same with memory colours) to reduce the amount of user code.
